Threat Vulnerability Analysis

Obtain, review, and analyze criminal statistics and related information from the law enforcement agency having jurisdiction over the facility that could impact employees, visitors, equipment, information, and buildings. In addition, obtain, review, and analyze internal incident reports. This information will aid in describing the type, location, and frequency of crimes and will identify vulnerabilities as well as appropriate countermeasures.

Law Enforcement Liaison

Contact the law enforcement agency having jurisdiction over the facility in order to determine crime prevention measures, patrol coverage, and procedures for reporting and for responding to incidents.

Security Management & Administration

Determine the effectiveness of the organizational location of the security function, examine budget formulation, amount, and administration process for security resources. Determine duties and responsibilities of security personnel and procurement of security-related equipment and services.

Electronic Security

Identify type, location, and effectiveness of electronic security devices and equipment, e.g., access control, intrusion detection, and closed circuit television that monitor the facility.

Lighting Analysis

A night survey is conducted in order to determine the type and effectiveness of lighting and compliance with municipal codes and with security industry standards.

Signage

Determine the type and the location of signage required by municipal code and with the consistency with security industry practices.

Badge and Identification

Review the identification badge system to determine its effectiveness to control access to the facility.

Lock and Key Control

Review the lock and key control procedures used to protect assets.

Physical Barriers (gates, fences, walls, etc.)

Evaluate the effectiveness of physical barriers in order to deny access to the facility by unauthorized persons and vehicles.

Security Management and Administration

Determine the effectiveness of the organizational location of the security function, examine budget formulation, amount, and administration process for security resources. Evaluate the duties and responsibilities of security personnel and procurement of security-related equipment and services.

Guard Force Management - Contract

Review and evaluate the selection and screening process, initial and recurring training programs, staffing, deployment, patrolling, supervision, equipment, performance evaluation and incentive programs, inspection and reporting systems, turnover, and branch office/account manager coordination.

Guard Force Management - Proprietary

Examine the security department's job descriptions, duties and responsibilities, recruitment, screening/selection, training, staffing and deployment, patrols and inspections, reports and logs, manuals, procedures, post orders, supervision, and equipment.

Information Security

Evaluate the policies and procedures for protecting proprietary information. Proprietary information includes, but may not be limited to, strategic plans, product development data, sales and cost data, trade secrets, manufacturing methods, research and development, client lists, personnel records, medical records, security investigations and records, employee assistance program records, and ethics program records.

Contract Security Services

Analyze the effectiveness of any contract security service, e.g., providers of electronic security systems and devices as well as central station monitoring of electronic security devices.

Additional Contract Services

Review service contracts as they pertain to the background screening of their employees or other security related issues.

Policies and Procedures

Review the security policies, procedures, post orders, and manuals to determine content, distribution, application, and implementation.

Awareness and Education

Review and evaluate security awareness and educational materials as well as instructions provided to the employees, visitors, and invitees.

Personnel Security

Evaluate the policies and procedures for pre-employment and post employment screening of employees and subcontractors.

Property Control

Review and evaluate procedures for controlling property ingress and egress by employees and subcontractors including inventory control and the shipping and receiving functions.

Emergency Preparedness  Review and evaluate procedures for preparing for and reacting to natural and man-made hazards. Natural hazards include earthquakes, wind, rain, heat, etc. Man-made hazards include workplace violence, robberies, fires, etc.

Executive Protection

Evaluate the executive protection program for executive personnel. The evaluation involves researching and surveying the residents, the workplace, and local, domestic, and foreign travel.

Final Report

A final written report is prepared following completion of the field survey. The written report contains the security consultant's observations as well as recommended corrective actions and enhancements in order of priority.
